Dr. Mohammed Ilyas Rizvi, IFS (Retd.), is a Gold Medalist from Lucknow University, where he completed his M.Sc. and PhD in Mathematics. He was selected for the Indian Forest Service (IFS) in 1985 and served in several key positions, including Divisional Forest Officer (DFO), Conservator of Forests, Vice Chairman and Managing Director of the Minority Finance Corporation, and Additional Secretary to the Government of Andhra Pradesh.

He subsequently served as Chief and Additional Principal Chief Conservator of Forests before being elevated to Principal Chief Conservator of Forests and Head of Forest Force in Andhra Pradesh. He later served as Principal Secretary to the Government of Andhra Pradesh in the Minorities Welfare Department. He retired from service in June 2021.
